You can take all of this loot without it counting towards theft and then sell it back to the merchant. These are in the form of hidden chests where you can find all the goodies these merchants sell. The other thing to note is that each of these characters stock has a physical manifestation in the Skyrim world.

Ri’saad’s Caravan – Travels back and forth between Whiterun and Markarth.

There are three Khaljit caravans that can be seen roaming Skyrim or otherwise seen camped outside a capital. What matters is that this is a way to make easy gold fast!

Whether you want to call this a glitch, cheat or exploit, it doesn’t really matter.
